I'd say there is a %10 chance. Think about it, firstly Dortmund are currently a stronger and bigger team than Liverpool, secondly Reus is an idol in Dortmund and he loves it there, thirdly Dortmund have already lost a top key attacking player in Lewandowski this summer to Bayern, added to losing Goetze also to Bayern last summer and lastly Reus has a contract at Dortmund until 2017, so it will take a huge offer from Liverpool to convince Dortmund to sell arguably their best player. Moreover Liverpool have finally guaranteed Champions League football this season, but with Dortmund, Reus will almost certainly be guaranteed Champions League football for the next 3 seasons, this is not the case with Liverpool. He's German and he's in his own country where he is adored. Only the huge clubs like Real Madrid, Barcelona, Juventus or Chelsea are likely to convince him to move overseas.

Dortmund have already made it clear that their top players won't be leaving this summer, so the chances of Liverpool signing Marco Reus are very slim. It could happen, but you shouldn't get your hopes up.
